Professor David Albert Heald FRSE, FAcSS

Professor of Public Sector Accounting, Adam Smith Business School, University of Glasgow.

Professor David Heald is a qualified accountant (ACMA) who teaches and researches mainly on public sector topics, including public expenditure, public sector accounting reform, public audit, public sector corporate governance, and financing devolved governments, on which he has published extensively in leading journals. David has co-edited two books in the Proceedings of the British Academy series – Transparency: The Key to Better Governance? (2006) and When the Party’s Over: The Politics of Fiscal Squeeze in Perspective (2014). His career has been marked by extensive public policy engagement at the Scottish, UK and European levels, including roles as Parliamentary specialist adviser and as witness to Parliamentary Committees and government inquiries.
